HSE Manager – Infrastructure & ITS

Location: Dubai, UAE

Role Summary

We are seeking a senior Health, Safety, and Environment (HSE) Manager with over 10 years of experience to lead compliance across large-scale infrastructure projects. You will be responsible for ensuring that all site activities—ranging from structural gantry works to Intelligent Transport Systems (ITS) installation—adhere to international standards (ISO 45001 / ISO 14001) and specific Road Transport Authority (RTA) safety protocols.

Key Responsibilities

  • Safety Strategy: Develop, implement, and maintain comprehensive Health, Safety, and Environment (HSE) plans and policies tailored to project requirements.

  • Regulatory Compliance: Ensure all site activities strictly comply with Road Transport Authority (RTA) safety standards and UAE federal regulatory requirements.

  • Risk Management: Conduct detailed risk assessments and ensure robust control measures are implemented, particularly for Lockout-Tagout (LOTO) procedures and hazardous material handling.

  • Technical Oversight: Monitor high-risk activities including the installation of Dynamic Message Signs (DMS), Lane Control Systems (LCS), and structural works involving gantries, poles, and foundations.

  • Live Traffic Safety: Enforce and manage safe working practices within live traffic environments to minimize risk to personnel and the public.

  • Audit & Investigation: Lead regular safety inspections, audits, and Toolbox Talks (TBT). Investigate incidents, accidents, and near-misses, ensuring effective corrective actions are executed.

  • Stakeholder Liaison: Coordinate with project teams, subcontractors, and government authorities to ensure total permit compliance and Personal Protective Equipment (PPE) adherence.

Requirements (SEO Optimized)

  • Experience: Minimum 10 years of relevant experience in large-scale infrastructure or ITS projects.

  • Education: Degree or professional certification in Occupational Health and Safety or a related field.

  • Certifications: NEBOSH (National Examination Board in Occupational Safety and Health) or equivalent international certification is highly preferred.

  • Standard Expertise: In-depth knowledge of ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management).

  • Mobility: A valid UAE Driving License is mandatory for site-to-site management and inspections.
