HSE Manager – Infrastructure & Communication Networks

Location: Dubai, UAE

Role Summary

We are seeking a senior Health, Safety, and Environmental (HSE) Manager to oversee compliance for the "Expansion of Intelligent Traffic Systems (ITS) – Phase 2, Package 2C." This role is responsible for the safety of local infrastructure works, including fiber optic backbone deployment, trenching, ducting, and the installation of hub/outstation cabinets. You will ensure all activities meet ISO 45001/14001 standards and RTA safety requirements, particularly in live traffic and urban settings.

Key Responsibilities

  • System Development: Design and implement project-specific HSE plans and procedures that align with international standards and local regulatory mandates.

  • Site Oversight: Monitor high-risk activities including the installation of Outstation and Hub Cabinets, electrical power connections, and fiber optic cabling.

  • Live Traffic Safety: Enforce stringent safety protocols for working in live traffic environments, ensuring the protection of the workforce and the public.

  • Risk & Audit: Conduct regular risk assessments, safety audits, and Toolbox Talks (TBT). Manage Lockout-Tagout (LOTO) procedures and hazardous material protocols.

  • Incident Management: Lead comprehensive investigations into accidents or near-misses, implementing immediate corrective actions and reporting to stakeholders.

  • Regulatory Liaison: Liaise with Dubai authorities to ensure full permit compliance and verify that all subcontractors adhere to project-specific HSE requirements.

  • Documentation: Maintain rigorous HSE records, reports, and compliance documentation required for project close-out and audits.

Requirements

  • Seniority: Minimum 10 years of experience in infrastructure, ITS, or major communication network projects.

  • Education: Degree or certification in Occupational Health & Safety or a related field.

  • Certifications: NEBOSH (National Examination Board in Occupational Safety and Health) or equivalent international certification is highly preferred.

  • Standards: Expert knowledge of ISO 45001 and ISO 14001 compliance.

  • Authority Knowledge: Proven experience with RTA safety standards and Dubai-specific regulatory requirements.

  • Mobility: A valid UAE Driving License is mandatory for site inspections and authority coordination.
