Network Communication Engineer – ITS Infrastructure

Location: Dubai, UAE

Experience Level: Senior (15+ Years)

Role Summary

We are seeking a senior Network Communication Engineer to lead the implementation and support of the high-speed fiber optic backbone for project ITS2020/2C. This role is responsible for designing and maintaining resilient, industrial-grade networks that connect field devices—including Dynamic Message Signs and CCTV—to central Traffic Management Centers (TMC). You will oversee the full lifecycle from physical fiber splicing to advanced Layer 3 routing and redundancy protocol configuration.

Key Responsibilities

  • Network Architecture: Design and implement resilient IP-based networks using Fiber Optic, Ethernet, and Wireless technologies. Develop IP addressing schemes, VLANs, and routing protocols for secure data transmission.

  • Industrial Integration: Integrate field devices (DMS, RVDS, CCTV, and weather sensors) using industry protocols including NTCIP, TCP/IP, SNMP, and ONVIF.

  • Advanced Configuration: Deploy enterprise-level redundancy and loop prevention mechanisms using MSTP (Multiple Spanning Tree Protocol) and REP (Resilient Ethernet Protocol) on Cisco platforms.

  • Routing Optimization: Configure and optimize BGP, OSPF, and EIGRP protocols to ensure resilient LAN/WAN performance.

  • Physical Layer Oversight: Oversee the installation of ducts, cabinets, and fiber cabling. Manage splicing, termination, and testing using OTDR (Optical Time-Domain Reflectometer) tools.

  • Cross-Disciplinary Coordination: Align with civil, structural, and electrical teams to ensure conduits and power equipment match field conditions and as-built schematics.

  • Documentation & Training: Prepare O&M (Operation and Maintenance) manuals, configuration records, and deliver technical training for operations staff.

Requirements

  • Seniority: Minimum 15 years of experience in fiber optic communication systems and network integration.

  • Education: Bachelor’s degree in Electronics, Communication, or Telecommunication Engineering.

  • Technical Competency: Expert-level knowledge of Cisco platforms (CCNP-level competencies in Enterprise and Security tracks).

  • Protocol Expertise: Mastery of industrial and networking protocols (NTCIP, MSTP, REP, BGP).

  • Field Skills: Hands-on experience with fiber splicing, termination, and OTDR testing.

  • Communication: Fluent in English (Reading, Writing, and Speaking).

  • Mobility: A valid UAE Driving License is mandatory for site-to-site coordination.
